On June 3, the REALTOR Alliance of Greater Cincinnati (RAGC) Advocacy Committee expressed support for a modular housing pilot aimed at addressing Cincinnati’s housing shortage. Councilmember Mark Jeffreys is leading the initiative.
Heather Kopf, Advocacy Chair from Kopf, Hunter & Haas, and Ellie Reiser from Comey & Shepherd, both addressed the Cincinnati City Council. They highlighted RAGC’s support for the project and emphasized the potential benefits of modular housing in accelerating construction timelines, reducing costs, and providing high-quality homes.
“We’re thrilled to support this pilot,” said Kopf. “And eager to serve as a partner to the City as we work collectively to meet the region’s growing housing needs.”
The committee commended Councilmember Jeffreys for his leadership and willingness to pursue scalable housing solutions. RAGC plans to continue advocating for policies that expand access to homeownership in Cincinnati.

Both representatives emphasized that modular construction could be a transformative approach in tackling local housing issues by providing affordable options without compromising quality or community character.
RAGC is committed to collaborating with various stakeholders including developers and financial institutions to ensure the success of this pilot program. The organization views it as an opportunity not only to address immediate housing needs but also as a step towards future expansion across different regions.
